The Authority proposes a major shift in its development focus to ensure that the peninsula's infrastructure facilities are restored, and maintained at an acceptable standard. This is necessary, and indeed critical, to support both the normal growth rate of the peninsula's user population, and the accelerated development initiatives of the Authority. In order to satisfy projected demand, the water supply and distribution systems, as well as sewage collection and treatment facilities will require extensive upgrading.

The Trintoplan Consultants Infrastructure Study (Final Report - November1996), commissioned by the Authority and funded under an I.A.D.B. Loan facility, identified the water and sewerage infrastructure on the peninsula as being in need of an almost complete re-development. Trintoplan's report stated, inter alia, that "the condition of the existing infrastructure varies from fair to poor, with the worst condition being associated with the sewerage system (sewers, manholes, lift-stations and treatment plants)". On the condition of the water supply system, Trintoplan indicated that while the water mains appeared to be in fair condition, many of them were about 50 years old, and were therefore approaching the end of their design life. The booster pumps in operation are all in need of mechanical and electrical maintenance.

Recent estimates for initial work on repairs, replacement and upgrades puts the capital cost at US$12,800,000.00. To address this critical infrastructure need, the Authority proposes a multi-phased, capital expenditure investment approach, utilising the design, finance, construct and operate model for flexibility and cost-effectiveness.

The timely provision of economic and social infrastructure including roads and other appropriate transportation modes, drainage, electricity, sewerage, telephone and waste management, at a level consistent with the needs of future development over the next ten years.

The provision of adequate social services and amenities, in particular, police, health, fire, emergency and rescue services in support of the development thrust in industry, recreation and eco-tourism.

 

Adequate and safe road access to the Chaguaramas Peninsula, and development of other transport modes for access to facilities and points of interest within the peninsula and off-shore islands.
