Investment
Application and Approval Process
Prospective
Clients are required to complete an application form provided by the CDA.
The application is evaluated under the CDA's Tenancy Assessment System,
which is base on the following evaluation criteria:
i. Client
Profile
The CDA
will not conduct business with prospective clients who do not appear to
have the relevant business experience, track record and/or financial
capacity to successfully implement and sustain the proposed venture.
ii. Nature
of Business
The CDA
will favour businesses that will engage in tourism, eco-tourism,
marine-based and knowledge-based activities, over those that propose to
engage in industrial manufacturing or other non-priority investment
sectors.
iii. Marketing
Analysis
Strong
emphasis will be placed on evidence of a good marketing plan identifying
the marketing strategy of the proposed
business venture.
iv. Technical
Capability
The
prospective client will be required to identify whether any special skills
or expertise will be required for the conduct of the business and how
these skills will be sourced and
sustained.

v. Environmental
Impact
The CDA is committed to a
development policy that recognizes and ensures the maintenance of the
pristine Chaguaramas environment. The environmental impact of any business
activity is of paramount importance.
vi. Financial
Viability
Risk is
inherent in all business ventures, however, a well capitalized and managed
venture is more likely to succeed than one that is not. Clients whose
business ventures are financial failures will adversely affect CDA’s
revenue stream. As such, the CDA will utilize accepted investment
assessment methodologies to gauge the success or failure of its tenants’

The
following flowchart describes the investment approval process:
1.
The application is passed on to the Tenancy Manager
to acknowledge the client.
2.
The Tenancy Assessment Committee, (TAC) comprising
some members of management, meets
to evaluate the application and may request third party assistance if
necessary.
3.
Recommendations from the TAC are submitted for approval by the Board.
4. Applications
approved by the Board are submitted
to the Minister for final approval.
